Your responsibilities for DSE Assessment

Legal responsibilities

It is a legal requirement that the Display Screen Equipment and workplace of every computer user is assessed for risk. In the UK this is Regulation 2 of the Health and Safety (Display Screen Equipment) Regulations 1992.

The principal risk areas associated with DSE are musculoskeletal problems, visual fatigue and mental stress. More specifically the risks include Repetitive Strain Injuries (RSI), Work Related Upper Limb Disorders (WRULD), back pain, neck pain, eye strain, headaches, migraines, fatigue, stress and facial dermatitis (dry skin).

All of the known health problems associated with DSE work can be prevented by good design of the workstation, taking regular breaks from computer work and by training in good computer use.

Risk assessment should identify hazards and their associated risks. These risks should then be analysed to determine if they are significant and to see how they can be reduced. Analysis should include checking for desirable features and well as eliminating undesirable features. The questions in DSE Manager allow these different hazards and risks to be recorded and assessed.

Any assessment should be systematic to include all areas of risk and the behavioural causes of that risk. It should also be comprehensive so that it covers company structure, job, workplace and individual factors. How frequently should assessments be done?

Assessments should be done whenever there are significant changes to the workstation such as:

  • New or major changes in software.
  • Major changes in workstation furniture.
  • Major increases in time spent using the DSE.
  • Substantial changes in output requirements.
  • A relocation of workstation.
  • Major changes in lighting.
Re-assessments should be done if the initial findings indicate significant risks which have since been acted on.
